very unusual, very extraordinary
This year's "Two Sessions" coincides with the transition year. Compared with last year's "Government Work Report", this year's report not only reviews the government work in 2022, but also systematically reviews the government work in the past five years. "The past five years have been extremely unusual and extraordinary," Premier Li Keqiang said in his "Government Work Report".
Looking back on the past five years, the "Government Work Report" pointed out that under the strong leadership of the Party Central Committee with Comrade Xi Jinping at the core, we have withstood multiple tests such as the accelerated evolution of the world's changes, the impact of the new crown epidemic, and the domestic economic downturn, and won the battle against poverty as scheduled. Build a moderately prosperous society in an all-round way as scheduled, achieve the first centenary goal, and start a new journey towards the second centenary goal.
Goals for this year:
GDP growth of about 5%, CPI increase of about 3%
According to the usual practice, the annual "Government Work Report" will put forward the main expected development goals of the year. Last year's "Government Work Report" put forward a GDP growth target of around 5.5%, which actually increased by 3.0% despite the extremely severe situation. Therefore, the setting of this year's GDP growth target has attracted much attention. This year's "Government Work Report" proposes that the GDP will grow by about 5% in 2023.
In addition, the main expected goals for this year's development include: about 12 million new urban jobs, about 5.5% urban surveyed unemployment rate; about 3% increase in consumer prices; about 3% increase in residents' income growth and economic growth; , the international balance of payments is basically balanced; grain output remains above 1.3 trillion catties; energy consumption per unit of GDP and emissions of major pollutants continue to decline, focus on controlling fossil energy consumption, and the quality of the ecological environment is steadily improving. According to the report, "we must insist on the word "stability" and seek progress while maintaining stability, maintain policy continuity and pertinence, strengthen the coordination and cooperation of various policies, and form a joint force to promote high-quality development."
